The following access conditions are proposed for the diphenylmethylene diisocyanate (MDI) and toluene diisocyanate (TDI) industries (hereinafter referred to as isocyanate specifically refers to MDI and TDI) according to the sustainable development principle of "soliciting opinions on the access conditions for the layout of the isocyanate industry

energy, environmental protection, safe production and technological progress"

[industrial layout]

(I) new or expanded isocyanate projects should be built in the chemical industry park, and the project site selection should be in line with the overall land use planning of the region

(II) it is forbidden to build new isocyanate devices in the following areas:

1. Scenic spots, nature reserves, drinking water source protection areas and other areas that need special protection as stipulated by the State Council, relevant national departments and the people's governments of provinces (autonomous regions, municipalities directly under the central government)

2. Within 2 kilometers of the boundary of the urban planning area

3. Within 500 meters on both sides of major rivers, class I and class II highways, highways, railways, and waterway trunk lines

4. Within 2 kilometers around residential areas and other enterprises that strictly prevent pollution, such as food, drugs, sanitary products, precision manufacturing products, etc

5. Within the environmental protection and safety protection distance stipulated by the state and local governments

(III) isocyanate production enterprises that have been put into operation in the above areas should gradually withdraw through relocation and transformation according to the requirements of the regional planning

(IV) new or expanded isocyanate projects must have their own carbon monoxide and liquid chlorine preparation devices that can help users or outsourcing; In order to improve the utilization efficiency of by-products, the by-product hydrogen chloride must be matched with the surrounding PVC, or oxidized and electrolyzed to produce chlorine

(V) the saline waste water produced by MDI devices shall not be discharged into the fresh water system, and it is forbidden to build new MDI devices in areas without discharge conditions

[scale, process and equipment]

(VI) in order to meet the national requirements for energy conservation, environmental protection and comprehensive utilization of resources and achieve reasonable economies of scale, the initial scale of a single set of newly-built MDI devices must reach 300000 tons/year and above (except for reconstruction or expansion projects), and the initial scale of a single set of newly-built TDI devices must reach 150000 tons/year and above (except for reconstruction or expansion projects)

(VII) the reactors and storage tanks of some isocyanate production units work under high temperature and pressure, and there are dangers such as toxic accidents and fire and explosion accidents caused by equipment corrosion or seal leakage. It is necessary to strengthen the process, equipment manufacturing and maintenance, and safety management to ensure safe and stable operation

1. The phosgene synthesis unit must be equipped with a CO analyzer to detect impurities such as methane and hydrogen, so as to improve the safety of the phosgene synthesis reaction process and ensure that the chlorine moisture is less than 50ppm

2. For containers, reactors and pumps with mixing of phosgene containing materials, double mechanical sealing devices with reliable performance must be used to ensure that phosgene leakage does not occur in rotating equipment

3. For equipment containing phosgene materials, a safe corrosion allowance should be reserved to avoid corrosion leakage

4. For liquid phosgene and liquid storage tanks with phosgene concentration greater than 20%, it is advisable to adopt pressurized jacket protection or closed phosgene chamber protection, and for liquid phosgene pipelines, it is advisable to adopt casing to protect acrylic courts to prevent accident risks

5. In order to prevent the danger of system overpressure, overpressure discharge valves must be set on key equipment to connect with the emergency decomposition system

[raw material and power consumption]

(VIII) the raw material and power consumption per unit product of newly-built, reconstructed and expanded MDI units (including condensation, phosgene synthesis, phosgene gasification and separation) must meet the following standards

(IX) the raw materials and power consumption per unit product of newly-built, reconstructed and expanded TDI units must meet the following standards (the data includes the technological processes of toluene nitration to DNT, DNT hydrogenation to TDA, TDA phosgene to TDI, excluding utilities.)

[safety, health and environmental protection]

(x) new, reconstructed and expanded isocyanate devices must be designed by qualified design units recognized by the state, and qualified units shall organize environmental, health and safety evaluation

(XI) in the production process, the enterprise must strictly comply with the safety regulations for the production of phosgene and phosgene gasification products (GB) and the general rules for the safety evaluation of phosgene and phosgene gasification product production devices (GB). Strictly implement other relevant national, industrial and local safety and environmental protection requirements, specifications and standards

(XII) isocyanate production enterprises must establish strict and perfect safety, health and environmental protection management systems

(XIV) the wastewater produced by isocyanate production enterprises shall be discharged in accordance with GB integrated wastewater discharge standard, the waste gas shall be discharged in accordance with GB integrated emission standard of air pollutants, and the solid waste shall be discharged in accordance with the law on the prevention and control of environmental pollution by solid waste

[supervision and management]

(XV) strictly manage the approval, approval or filing procedures of new, reconstruction and expansion isocyanate projects in accordance with relevant national investment management regulations. New construction, reconstruction and expansion of isocyanate projects must be subject to safety licensing, environmental impact assessment, land use, project filing or approval management in strict accordance with relevant national regulations

(XVI) before the new, reconstructed and expanded isocyanate plant is put into operation, it should be inspected by the joint inspection team composed of provincial and above industrial, investment, land, environmental protection, safety, quality inspection and other management departments and relevant experts in accordance with the requirements of this access conditions. Those who fail to meet the access conditions after inspection shall be ordered to rectify; Trial production is not allowed until the access conditions are met

(XVII) for the new, reconstruction and expansion isocyanate projects that do not meet the entry conditions of 17200 solar cells covered on the wing surface, the land and resources management department shall not provide land, the safety supervision department shall not apply for safety permits, the environmental protection management department shall not apply for environmental protection approval procedures, financial institutions shall not provide credit support, and the power supply unit shall stop power supply according to the requirements of relevant government departments, The local people's government or relevant competent departments have the right to decide to cancel or suspend the project construction according to law

(XVIII) the competent departments of all provinces (autonomous regions and municipalities) should strengthen the supervision and inspection of the implementation of this access condition for isocyanate production enterprises. China Petroleum and chemical industry association and China Polyurethane Industry Association should actively publicize and implement national industrial policies, strengthen industry self-discipline, and assist relevant government departments in industry supervision and management

[supplementary provisions]

(XIX) this access condition is applicable to isocyanate production enterprises within the territory of the people's Republic of China (except Taiwan, Hong Kong and Macao)

(XX) this access condition shall be implemented from mm/DD/yyyy and shall be interpreted by the Ministry of industry and information technology of the people's Republic of China. According to the development of isocyanate industry, the Ministry of industry and information technology can revise the access conditions in due time
